    "content": " Thank you. Anywhere there is a scramble, it breeds corruption. Right now the application for this model has to be through HELB. Some students do not even have Identity Cards (IDs). What Identity Cards and Civil Registration services offices are doing is demanding money to actually get these cards out. This issue is of national importance. We have some minors who are supposed to join university. We need it to be clear to this House so that we can transmit it to our members because like in my constituency, I have a programme where I sponsor children in high school from Form One to Form Four. Normally, we would give them Ksh20,000 each to report to Form One, and they would be able to survive for a year. Right now, they have quotations and invoices of Ksh300,000 to Ksh400,000 for courses. This model needs better public participation and this House needs to lead that process. I beg that you direct the Committee to give a comprehensive statement on how it is going to work. Thank you."
