    "content": "Yes, that is right. I propose we include the amendment that I proposed, which is very similar, except for the fact that I propose that the regulations be set from time to time. This is because amounts and currencies change. There are many other issues that change that cannot be put into law. Regulations must have a stipulated timeframe. Regulations must be put in place rather than leaving it to chief officers of the NPS to come up with them, as and when they are needed."
