"content": " Thank you, Hon. Temporary Chairlady. I beg to move: THAT, Clause 4 of the Bill be amended by deleting the words “and every person conducting food business or feed business.” The rationale is to limit the scope of the Bill to the regulation of the competent authorities by the Controller who will only regulate competent authorities and not individuals. That is why we are proposing to delete those words because they will bring in individuals."
