    "content": "Mr. Speaker, Sir, I want to say one or two things. As we continue listening to this debate and taking part in it, I want to draw your attention to Section 17 of the Constitution. I do this because I have listened to Members of the Cabinet. It states:- “17(1) There shall be a Cabinet consisting of the President, the Vice-President and the other Ministers. (2) The function of the Cabinet shall be to aid and advise the President in the Government of Kenya. (3) The Cabinet shall be collectively responsible to the National Assembly for all things done by or under the authority of the President or the Vice-President or any other Minister in the execution of his office” Mr. Speaker, Sir, what we have been treated to by Members of the Cabinet is some interesting circus. They took an oath of office to protect this Constitution but what they have been doing, since a while back, is to make this country look like a failed State. Some of them are behaving like warlords, irrespective of what they are saying. It is important that we live by the law. If we are saying that we do not want impunity in this country, we cannot come here to demonstrate impunity to Kenyans. It is an embarrassment and I think it is import that they reconsider. If they think they are better off in the Back Bench, welcome!"
