    "content": "Mr. Speaker, Sir, this House is at cross-roads. The ruling you will give will determine whether in future, Committees of this House will have to exist and whether they will have any functions or we will have to pack and go home. The timing of this court case, and without imputing any improper motive on any person, when Mr. Kilonzo was debating this issue last Thursday, he was very equivocal that this matter should not be taken to these Committees. Today, it is the same Minister tabling papers in front of this House that this matter is sub judice . On those two accounts, I would like to say that this is not an issue of whether this matter is sub judice or not. I would want to refer you to the Standing Orders mentioned by Mr. Kajwang that this is a moral issue. The reason this window was given in the Standing Orders is to circumvent any attempt to gag this House or any attempt by people - I would not like to use un-Parliamentary language - who would want to gag the work of this House. Mr. Speaker, Sir, I do not have better words to explain this but if I was to use the opposite of sub judice then I would say this is sub-Parliamentary."
