    "content": " I support the Chair of the Departmental Committee on Finance and National Planning in reducing the penalty from Ksh20 million to Ksh5 million. It is not that when you are fined more you will have to comply. Complying does not originate from the amount that is fined, but how flexible you are in terms of complying with the law. Therefore, I wish to support that, Hon. Temporary Chairman."
