I do not know whether this letter was without prejudice or with caution but, at least, I can read that there is the word ‘caution’. On the last page, he says “the lower ceiling issued to KeRRA was made under caution to safeguard the Authority from early procurement of works and the resulting pending bills that may arise, if the county governments are funded.” Hon. Deputy Speaker, the Chairperson of the Departmental Committee on Transport and Infrastructure is not here but he had sent me a message before I came to the House. He indicated that the new Kenya Roads Board Act requires Parliament, through the Departmental Committee on Transport and Infrastructure, to approve all RMLF programmes proposed by the three agencies. Any allocation to counties will complicate the exercise. I want to confirm what the Member for Ruaraka is saying. The Chairperson of the Departmental Committee on Transport and Infrastructure is well seized of this matter. He is also a Member of Parliament. The 15 Members who sit on that Committee are seized of this matter as well. This letter is now the property of the House and they should be able to pick it up from here. All that the Speaker had directed was for me to ask for a quick statement from the Ministry, which has now come. That is all I have delivered.
