    "content": "Thank you very much, Mr. Speaker, Sir. I would want to suggest that we take three minutes the reason being that we keep on repeating most of the things that have been said. If there is that one thing that has not been said, it is done in three minutes. We saw yesterday Members coming for a special sitting and not getting an opportunity to contribute in the debate. They felt a bit unhappy. Therefore, three minutes would be enough without wanting to repeat what has been said. Going by what said Sen. Sifuna has said, experts will have a filter mechanism of not repeating what has been said. Thank you, Mr. Speaker, Sir."
