    "content": "Hon. Deputy Speaker, we need to create capital and debts in this country to enable us run businesses. That has not been happening at the Central Bank of Kenya of late. I think it is because the Monetary Policy Committee has always been increasing the base rate. Consequently, the rates at the banks always increase. It is time they also looked at the strength and health of the various banking institutions of this county. They also need to look at informal lending in this county — the shylocks and those informal lending institutions that are truly pulverising our people."
