While I am guided by your observation on the improper motive, failure to answer a Question or give a Statement according to the Standing Orders is disorderly. If we can demonstrate to this House that the Minister and Assistant Minister were actually here and stepped out when they were about to give the Statement, that can only be construed in no other way than “that, maybe, they do not care”."
