    "content": " Thank you, Mr. Speaker, Sir. The request that is being made is to refer the Gazette Notice to the Committee on Delegated Legislation. The fundamental basis on which this request is being made is on assumption that the subsidiary legislation conveyed by the Gazette Notice itself is illegal and, therefore, offends some provision of the parent Act. Therefore, there would be no basis on which a Committee on Delegated Legislation can deal with this matter. What comes up is the interpretation of Section 3(1) of the First Schedule made under Section 8(7) of the Anti-Corruption and Economics Crime Act. I am familiar with this Act, because I am the one who introduced it to Parliament when it was passed, way back in 2004. If you look at Section 3(1) you will find that the reading is very simple.
