    "content": " Hon. Senator, Order No. 8 in today’s Order Paper is the Motion on Regulation of Electronic Cigarettes in Kenya. It is a Motion by Sen. Mumma that had been dropped because, at the time it was called out, the Mover was not in the Chamber. However, the Hon. Sen. Mumma has since approached the Chair and explained reasons why she was not in the Chamber when this particular Motion was called out, reasons which I consider valid. Therefore, that Motion is reinstated and I will allow the Senator to proceed to move the Motion."
