    "content": "Mr. Speaker, Sir, I rise pursuant to Standing Order No. 53(1) to seek a Statement from the Standing Committee on Health on the prevalent and unfair hiring and promotions of nurses at the Kenyatta National Hospital (KNH) and hospitals run by the Nairobi City County government. In the Statement, the Committee should- (1) Explain why the KNH employs new nurses from outside on permanent and pensionable terms through routinely issued internal advertisements, while bypassing many of those already on contract at the same institution. (2) Investigate allegations that promotions to hire nursing cadres at the hospital do not follow the key elements of experience, institutional knowledge and fair labour practices. (3) Force the KNH management to provide a comprehensive breakdown of recent employment and promotions in the nursing cadres covering the last two years for both permanent and contract employees with emphasis on relevant qualifications, experience and equity in hiring. (4) Explain the reasons for unfair or skewed promotion among nursing cadres in the Nairobi City County hospitals, where there are allegations that some nurses who have worked for 10 or more years are only promoted up one scale instead of the two that is expected.
