I am glad that the Chair has given us time to air our views because it is better to view this matter broadly and look at the law. When I read Mr. M. Kilonzo’s article in The Daily Nation I found that he wrote selectively. Section 51 of the Interpretation and General Provisions Act does not exist in his mind and yet it is very critical. At the end of the day, we can learn from other jurisdictions. President Bush appointed Bernanke as the Chairman of the Federal Reserve in the United States of America. President reappointed the same man but they had to go back to the Congress for approval. I think this is what the law intended. This is what we intended should be done and we cannot run away from this."
