    "content": "also looked at the recommendation on the nucleus of the land. It is recommended that the land goes back to its original owners. We do not need to return to the original owners because people were displaced, and the Government took over the land. We need to develop a system where farmers consistently begin taking over this particular industry so that they can run it. Any recommendation to empower farmers to run this particular industry is welcome.
