    "content": " Thank you, Hon. Temporary Chairlady. The clause talks about any person, meaning somebody must be responsible. I am concerned about the kinds of sanctions we are putting in place. Some of these assets are worth billions of shillings. If one had tried to conceal information about assets worth billions, we would be demanding too little from the person if we were to charge them Ksh500,000. The other thing is about being charged in a court of law and facing an imprisonment term of not more than six months. How I wish the Chair could propose some amendments to make it a more serious offence; possibly, a fine of Ksh10 million and a jail term of at least five years."
