    "content": " I concur with the Chair of the Committee and sentiments of Members. If you read the wording in the Bill, it states that any person who contravenes this section commits an offence and is liable, upon conviction, to a fine of not exceeding Ksh500,000 and to imprisonment for a term not exceeding six months. The keywords are ‘not exceeding’. This is the way proper legislation should be done. I agree that the penalty should be as high as possible so that those who are guilty of what would constitute a bigger offence are penalised more. We then leave it to the courts to decide and determine the amount of information that you did not disclose and whether or not it is material as to constitute being penalised to the tune of Ksh5,000,000. I wanted to propose a further amendment to the words ‘not exceeding five hundred thousand shillings or to mprisonment for a term not exceeding six months or to both.’"
