Members, I want to move on to Standing Order No.198 which then provides the general powers of Select Committees, and it says at Paragraph (1): âThere shall be select committees to be designated Departmental Committees which shall be nominated by the House Business Committee and approved by the House at the commencement of every Parliamentâ, which this House has done in respect of those two Committees. (2) Unless the House otherwise directs, the Departmental Committees shall be as set out in the Second Schedule. What is important, then, is Paragraph (3) which says: âThe functions of a Departmental Committee shall be: - (a) to investigate, inquire into, and report on all matters relating to the mandate, management, activities, administration, operations and estimates of the assigned Ministries and departments; (b) to study the programme and policy objectives of Ministries and departments and the effectiveness of the implementation; (c), which is important and you need to note that, says:â to study and review all legislation referred to it--- So, in essence, therefore, which is significantly the second part of my preliminary directions that Select Committees or Departmental Committees, for that matter, do not"
