    "content": " Thank you Hon. Temporary Chairlady. I have concerns with some of the issues listed in this amendment. The only way a board can work, and this is best practice, is through sub-committees. It does not make much sense to delegate the work of a board to a member or an officer. I wish we retain sub-committees of the Board or an agent of that authority and delete the issue of one member or an officer of the Board. That would be the best practice in terms of issues of governance. I submit."
