    "content": " Hon. Temporary Chairman, I have an issue with the continuous reference to the Mwongozo Code, which is a subsidiary legislation. If you look at the context and spirit of this Bill, and not just the letter of the Bill, it is drafted in a manner that seeks to empower farmers and primary stakeholders in the sugar sector. I wish that the task of appointing a non-executive Chairperson was placed on the shoulders of the primary stakeholders, who are farmers, rather than allowing the President to meddle in the affairs of the Kenya Sugar Board, and essentially, the sugar sub-sector. That is my view. Therefore, I oppose the amendment on the basis of that understanding."
