It is the first time in the history of this House, for as long as I have been here, that Members deliberately walked out during the Committee of the whole House to deny the House quorum. That cannot go unsaid. It begs the question: What is the motive behind such brazen walkout at a critical moment when we are dealing with a serious Bill that touches on the livelihoods of millions of Kenyans from the Western Sugar Belt?"
