From the onset, I will oppose this Bill for the following reasons – I have the advantage of being the Chairperson of the Committee on Public Investments and Special Funds. One of our mandates is to oversight the special funds in our counties. I would like to agree with the views expressed by other Members that we have a challenge in the management of special funds in the counties; particularly the facilities improvement fund.
