    "content": "Thank you, Mr. Speaker, Sir. I hope the Clerk has frozen my time. I had just started by saying that devolution was crafted to bring services closer to the people. From what has been happening in our hospitals, it has been very difficult if not next to impossible, for our facilities to procure goods and services that may be needed at short notice. So, we have a proposal through this Bill, that a health facility can procure services and goods that are needed at short notice and that we can do that through ring-fencing of this Health Facility Improvement Bill. That is something that everybody of goodwill needs to support. When we have to go through those lengthy procurement processes, sometimes we are unable to get services and goods at the right time. I know of a lawyer who died in my county because there was no ambulance.
