    "content": "Thank you, Mr. Deputy Speaker, Sir. I stand to support the Bill although I know it is not perfect. I am sure amendments will be done later, but there are other good things in it. The Bill will improve efficiency by increasing the autonomy of the facilities to make decisions and manage their own finances. It will also ensure that all funds generated by the facilities are ploughed back to support facilities operations and services. I imagine times when it gives an opportunity to hospitals where, for example, power has gone off and you have to use a generator and there is no money for fuel. You have to wake up the Chief Officer (CO) to request for fuel. This will utilize funds that are generated by facilities and take care of running costs. There are goodies in here. I am looking at the same Bill strengthening the governance and accountability structures devolved to the facility levels which is in line with the constitutional objectives and devolution. As much as we may have worked hard on this Bill and amendments shall be been done in the Third Reading, I support it."
