    "content": "Madam Temporary Chairperson, I had proposed an amendment as per the Order Paper, but I think my colleague Sen. Mungatana has comprehensively covered that Part (1) of Clause 9. Therefore, I will only retain Part (b), which is in subclause (4) by deleting the words “guidelines” appearing immediately after the words “the county legislation” and substituting therefore, the words “and regulations approved by respective county assembly”. The import of this is so that we do not allow the Chief Executive Committee Member (CECM) just to give guidelines but then, this guideline must be anchored in law. I am proposing that instead of guidelines, there should be regulations approved by the respective County Assembly, but I am dropping the (a) part of it to adopt Sen. Mungatana’s proposal."
