    "content": "Madam Temporary Chairperson, there are two proposed amendments under Clause 13 from my side. The first one is the introductory clause. Instead of having what the committee is saying, we make it clear and say: “The Cabinet Secretary (CS) shall provide policy direction for the effective provision of primary healthcare services by county governments and shall, for these purposes”. The way the committee has said, saying ‘CS shall’ is not sufficient but if we put it that ‘the CS shall provide policy direction,’ then that captures the spirit of the Constitution. On the second bit, I concede that the proposition by Sen. Oketch Gicheru covers my concerns. So, I will drop mine."
