    "content": "The importance of this amendment is to do away with the National Advisory Council that has been proposed in Clause 14. From the contribution of many Members, I thought that this was going to violate the Constitution and be a quiet takeover of the functions of counties. This is because primary healthcare is devolved. As a substitute to this, Clause 16 talks about a similar council at the county level. We would rather maintain the advisory council at the county level but do away with the national one."
