    "content": "So, healthcare is only for referral and health policy. It would be unconstitutional for us to purport to create a primary health care advisory council at the national level which is not there in the Constitution. So, I propose that we totally delete this. I hope that the Chairperson of the Senate Standing Committee on Heath is listening to me. If we do not, this will be subject to litigation. I also want to add that the duties and functions that are given to the primary health care advisory board, at the national level, can be done by one of the directors in the Ministry but the real duties must be carried out at the county level."
