    "content": "THAT, Clause 15 of the Bill be amended in paragraph (c) by deleting the words ‘and remuneration’ appearing immediately after the words ‘for the facilitation’. Hon. Members, when we looked at this as a committee, we realized that the moment we begin talking about remuneration, we are going to put counties in a very precarious position. Community Health Promoters (CHPs) might then want to be confirmed and put on payroll in terms specified by the Salaries and Remuneration Commission (SRC) and the labour laws. Since CHPs, are not going to be paid a salary but a stipend, we thought that we need to delete that word ‘remuneration’."
