    "content": "(a) in subclause (1) by deleting the words “special interest” appearing immediately after the words “a representative of” in paragraph (c) and substituting therefor the word “vulnerable”; and (b) in subclause (3) by inserting the words “renewable once” at the end of the subclause. Hon. Members, as a Committee, we thought to amend the word “special interest” and to be consistent with other provisions in the law that use the word “vulnerable”. We also proposed change the term of the Committee, so that a Committee can have a chance to renew once."
