    "content": "Madam Temporary Chairperson, I beg to move: THAT Clause 20 of the Bill be amended- (a) in subclause (1) by deleting the words “special interest” appearing immediately after the words “a representative of” in paragraph (c) and substituting therefor the word “vulnerable”; and (b) in subclause (3) by inserting the words “renewable once” at the end of the subclause. Madam Temporary Chairperson, the essence of this amendment is to amend Clause 20(3) ---"
