    "content": "(2) The additional resources allocated under subsection (1) shall be a supplement, and not a substitute, to the resources allocated by the respective county government in respect to the delivery of primary health care services in the county. This amendment is simply improving on what Sen. Oketch Gicheru had proposed on the financing of this Bill. The national Government may, in accordance with the law relating to county governments additional allocations, provide such resources as may be necessary for the effective performance of the functions of county governments under this Act. The additional resources allocated under subclause (1) shall be a supplement, and not a substitute, to the resources allocated by the respective county government in respect to the delivery of primary health care services in the county. This is to acknowledge that there will be instances when the national Government may want to fund primary health care, especially in the payment of the community health promoters. This should be done through additional allocation. I beg Senators to support this."
