The HELB should be thinking in terms of having a universal Fund, a Fund which is larger than what they are expecting to get from the Central Government in order to fund the activities. If the HELB is only able to fund students who are going to university at the rate of a maximum of Kshs35,000 and we know very well that the backlog is among the students who are supposed to go for diplomas and certificates, which means the burden would be more on them in terms of funding. So, we have to be innovative enough in order to be able to raise funds to meet this challenge."
