    "content": "Madam Temporary Deputy Speaker, first, I would like to thank all the Members who have contributed to this Motion for the overwhelming support it has received from the contributors. Indeed, a community’s level of civilization is judged from how well it treats the youth. This Motion is about our young people. If we ensure the future of our youth, we ensure the future of this country. I beg your indulgence to digress a bit and congratulate the two new hon. Members; Mr. Kizito for Shinyalu and Eng. Ogari for Bomachoge. I also want to mention that Eng. Ogari is a former schoolmate. So, now my school is a proud owner of, at least, 10 Members of Parliament in this House; the oldest being Mr. Nyamweya and the seniormost politically being Mr. Mudavadi. I would also like to commend the Chief Executive Officer of the Higher Education Loans Board (HELB) for the good work he is doing. He is an alumni of one of the premier schools in western Kenya which is in my constituency, Friends School, Kamusinga. Their motto is very simple: Use your common sense! That is the motto of the school that the boss of the HELB went through. That is why, as I moved this Motion, I brought out the HELB Act which allows them to borrow monies, secure those monies and if in case they are worried about who they are lending it"
