Procedure and committees of the county assembly provides: (1) The county assembly proceedings are valid despite - (a) there being a vacancy in its membership at the particular time; or (b) the presence or participation at the particular time of a person not entitled to be present at, or to participate in, the proceedings of the county assembly.” Mr. Speaker, Sir, I beg to argue that by dint of Section 7A(2) and Section 14 of the County Governments Act, the County Assembly is duly constituted and that such a suspension unnecessarily disrupts the normal functioning of the County Assembly, hinders the legislative process and ultimately affects the delivery of services to the people of Uasin Gishu County."
