"content": " Mr. Deputy Speaker, Sir, I want to give my views as a Member of Parliament for Ugenya. In saying that, I think that the House has to see this as a competition between the Executive and Parliament. Parliament is the supreme law making organ in this country. If you look at the relevant legislation, Parliament is not a passenger. It is required to give approval of the appointment of the director of Kenya Anti Corruption Commission (KACC). It is only upon the approval by Parliament. Parliamentâs hands are also tied. We can only give approval on the basis of the recommendations of the Advisory Board. This is not a simple issue. The Advisory Board, itself, has refused and said that, that appointment is against the law. The Advisory Board is not acting as a busy body. They are saying it is in accordance with the statutes. They have a role to play and Parliament also has a role to play. When you go home, you are going to be accountable for the decision that the Government has made.
