"content": "Thank you, Mr. Speaker, Sir, for giving me an opportunity to support this important mediation. Mediation arises when the two Houses have differed on a matter. On this particular matter of the debt ceiling, the idea was that the matter also be reported to the Senate. This debt ceiling eventually affects part of the monies that are acquired through borrowing and end up in devolution. Our Members were perfectly in order to negotiate with the National Assembly so that the matter does not just lie and end at the National Assembly. I was in the National Assembly for 10 years and these matters ended at the National Assembly yet they largely affected devolution. In defense of devolution, which is what we stand for as a House, it is only fair that all those matters are reported through the Senate. The Senate is very important when it comes to devolution. Also, when it comes to the Division of Revenue Bill, the matter ends up here. Therefore, whatever is being debated in the Division of Revenue Bill, which begins at the National Assembly must end up here. They are the same. For the protection of devolution, it is very important that the Senate gets involved, not only that, but any matter that touches on devolution such as agriculture, water and even delegated issues. This is so that we do not have a delegated issue ending at the National Assembly and it is a matter touching on devolution. If Senate is not involved, the whole idea of the Constitution of the devolved units would then be negated."
