All these regulatory bodies that the national Government purports to want to formulate to be oversighted or to be controlled by the Permanent Secretaries, we must refrain from and discourage that. One of the ways will be to look at the State Corporations Act, which requires that Permanent Secretaries, in particular line Ministries, oversight those state bodies so that we do not claw back on the devolved units.
