    "content": "Thank you, Mr. Speaker, Sir. As I was saying, Article 211 of the Constitution stipulates very clearly that we are a bicameral Parliament. So, matters of debt are matters that still need to be tabled. The proposal was by 30th April of every month. However, it was a bit tricky to be able to give timelines. Especially if there is an exception circumstance that occurs maybe in May or June, then it becomes tricky for it to be tabled the next year, 30th April."
