    "content": "Mr. Temporary Chairperson, Sir, I beg to move: THAT clause 6 of the Bill be amended - (a) in paragraph (b) by deleting the words “consultation with” appearing immediately after the words “establish registries, in” and substituting therefor the words “collaboration with county governments and”; and (b) in paragraph (n) by inserting the words “and county governments” immediately after the words “the Cabinet Secretary”. This is to allow for consultation with the county governments in establishing the registries. Some of these registries are going to be established in counties. Therefore, the involvement of county governments is very critical given that health is a devolved function. The import of this amendment is to factor in the involvement of the county government."
