Mr. Temporary Chairman, Sir, just to summarise, this is talking about the composition of the agency. In terms of the Cabinet Secretary, I think there is clarity to say “Cabinet Secretary in charge of digital health.” This is because we have more than one Cabinet Secretary. So, that clarity is very important. Secondly, we also need to enhance representation of counties. I propose that we have a representation of the County Executive Committee Member (CECM) instead of the Data Commissioner. The Data Commissioner is supposed to be the one oversighting this agency. So, he cannot be the one sitting on the Board again. The other aspect is to also remove the provision that the Cabinet Secretary, after the Council of Governors (CoG) has nominated its three people, the Cabinet Secretary will now have a role in deciding whether they belong to the youth, women or that kind of category. When CoG has decided, they will know that they need to ensure that youths, women and Persons Living with Disabilities (PWD) are represented. That decision should not be subjected to another level of approval. That is the import of this amendment."
