    "content": "Mr. Temporary Chairperson, Sir, I beg to move: THAT Clause 16 of the Bill be amended by inserting the following new paragraph immediately after paragraph (e) - (f) a comprehensive and effective data governance and management structure. The import of this amendment is that this clause talks about the components of the system. However, it has omitted the very important component of a system, which is security and data management. So, I am proposing to include another additional component of a comprehensive and effective data governance and management structure. It is because we cannot have this kind of system without an integrated security infrastructure. This will cater to things like cybercrime and related issues."
