    "content": "Mr. Temporary Chairperson, I beg to move: THAT clause 21 of the Bill be amended - (a) in subclause (1) by deleting the word “Director-General” appearing immediately after the words “consultation with the” and substituting therefore the words “Board and the Council of County Governors”; and (b) in subclause (2) by inserting the words “in consultation with Board and the Council of County Governors” immediately after the words “Cabinet Secretary shall” appearing in the introductory clause. Mr. Temporary Chairperson, Sir, in this case, it is basically to introduce an element of consultation with the Council of Governors (CoG). As it is, it means the Cabinet Secretary shall only consult the director general on the issue of health data governance. Remember, the data governance starts from the counties. So, I think it would be important to consult the CoG. That is for the first part."
