    "content": "Mr. Temporary Chairperson, I beg to move THAT clause 23 of the Bill be amended in subclause (1) by deleting the words “Cabinet Secretary” appearing immediately after the word “The” and substituting therefor the word “Agency”. The import of this amendment is that somewhere in this Bill, it clearly says the custodian of data will be the agency. However, in this case in Clause 23, it says - “The Cabinet Secretary shall ensure the health data is used for public good.” I think that obligation should fall on the person who is the custodian of data and in this case is the Agency. So, it is simply removing “Cabinet Secretary” to replace with the “Agency” because they handle the day to day management of the data."
