    "content": "Mr. Temporary Chairperson, I beg to move: THAT Clause 26 of the Bill be amended in subclause (1) by inserting the words “in collaboration with county governments” immediately after the words “Cabinet Secretary shall” appearing in the introductory clause. This is similar to the previous amendments which require that the Cabinet Secretary in performing some county-related task consults the county governments. In this case, the Cabinet Secretary will be designating county health data banks. It would be illegal for him to do that without consulting the county governments. I am simply saying he will do so in consultation and collaboration with the county governments."
