    "content": "Mr. Temporary Chairperson, I beg to move: THAT clause 46 of the Bill be amended - (a) in subclause (1) by deleting the words “Cabinet Secretary” appearing immediately after the word “The” and substituting therefor the word “Agency”; (b) in subclause (2) by - (i) deleting the words “Cabinet Secretary” appearing immediately after the words “without notifying the” in paragraph (b) and substituting therefor the word “Agency”; and (ii) deleting the words “Cabinet Secretary” appearing immediately after the words “guidance from the” in paragraph (c) and substituting therefor the word “Agency”. Again, the import of this amendment is that, the Bill as it is, allocates the duty to safeguard the transfer of medical records to and from facilities outside the country on the Cabinet Secretary. As I said earlier, this is more of an administrative role, which should be done by agency for effectiveness. We are simply removing the Cabinet Secretary in charge of the Agency. That is for the first part. In the second part, it is basically doing the same for the functions under subclause (2), which looked like administrative and routine functions. So, we remove that burden from the Cabinet Secretary in charge of the agency because they are more of routine-based functions."
