    "content": "Mr. Temporary Chairperson, Sir, I propose- THAT Clause 15 of the Bill be amended in subclause (2) by inserting the words “and the Council of County Governors” immediately after the words “the Cabinet Secretary” The import of the amendment just like the previous ones is to ensure that the involvement of the Council of Governors (COG) in some of these processes, unlike the current clause which talks about the Cabinet Secretary alone."
