I beg to move: THAT Clause 27 of the Bill be amended by inserting the following new subclause immediately after subclause (2) - (2A) The rate prescribed under subclause (2)(a) shall - (a) be on a graduated scale; and (b) not exceed two thousand shillings per month Mr. Temporary Chairperson, Sir, the reason for this amendment is very simple. We understand that Kenyans have different earning capacities. So, it is only fair that contributions to the Fund be graduated. In recognition of the overburdening of Kenyans with taxation, we feel it is important for us to introduce a capping. This is because as I said yesterday during debate, the Bill is silent on how much money we are supposed to contribute. This introduction of the capping is to make sure that Kenyans who are already overburdened with taxation are not further crippled by these deductions.
