    "content": "Mr. Temporary Chairperson, I beg to move - THAT Clause 4 of the Bill be amended - (a) in subclause (1) by inserting the words “additional allocations” immediately before the words “loans and grants” in paragraph (c); (b) by inserting the following new subclauses immediately after subclause (2)- (3) The Cabinet Secretary shall facilitate the negotiation of an agreement for additional allocations between a county government and a development partner. (4) The Cabinet Secretary shall submit an agreement under subclause (3) to Parliament for tabling before inclusion in the Budget Policy Statement. This is to ensure that the law expressly states that Additional Allocations include proceeds of loans and grants from development partners. Further, the amendment seeks to provide that the National Treasury shall facilitate negotiations of agreement between development partners and counties and the agreement shall be submitted to Parliament for inclusion in the Budget Policy Statement."
