    "content": "Madam Temporary Chairperson, I beg to move: THAT clause 3 of the Bill be amended by deleting paragraph (b) and substituting therefor the following new paragraph- b) provide for completion of projects under policies developed by the Commission on Revenue Allocation under Article 216(4) of the Constitution. This is to ensure that this Law shall apply to all projects under all policies on marginalization and all development that will be funded under that."
